Is there a cover for this stove?

no there is not. i use a grill cover on mine.

How well can you control low temps? i see one person say "only high" - but with so many people buying, i would think there would be more complaints.

There is High and Low setting. Although the low setting on infrared still hotter than regular propane flame. Great for deep fry and boiling, not so good simmer.

What is the warranty on this stove?

Check warranty it comes with I threw mines out after I got it and started cooking

How would this be inside a sailboat cabin?

This Propane Gas Range Stove is only for outdoor, never used inside or close compartment.
