Do these dry out because they dont have a cap? I know my Sakura paint sticks will dry if i leave the cap off.

They don't dry out and if they do just write with it and it softens up (also keep them in a baggie), they are super hard though (some colors are softer I noticed the red and blue are softest). They also have a 'scab' that you need to peel off before use so you can just pull off a little but off scab at a time to avoid it drying out. These don't write like sakuras or similar solid paint markers. These things do good on rougher surfaces like brick, concrete, rusty metal. Where as the Sakura works great on windows, flat metals, poles, smooth surfaces. For the price I would just get them and have them in your arsenal.

Does this come off glass?

It will stick to the glass until you use a scraper to get it off. Allow 24 to 48 hours to fully cure before washing car

I'm looking for a quick easy way to fill in the engraving on tools like sockets and wrenches. Would these do well for that ?

Yes, you'd have to wipe off the excess with paper towels; so you'd want your tools to be stainless. These markers have the consistency of solid candle wax, but they are permanent once dry on metal.
