Q: Why would air bubbles be completely covering the interior water surface of the flotation device? I don’t remember this happening with the other model.

The difference in temperature between the water inside the ring of the K&H Perfect Climate Deluxe Pond De-icer and the water outside the ring can create foam. The foam is harmless and completely normal for this product.

Q: I have a very small outdoor goldfish pond/small fountain. Only about 15 gallons and only about 13" deep. Will this work and be safe for the fish?

It will probably keep that little pond ice-free. The fish will love it. Keep your eye on the water level so not too much evaporates.
