Can the heatsinks help cool my raspberry pi 4 from 100°f down to something like 80°f?

You must mean Celsius, not Fahrenheit. And it entirely depends on the situation, your ambient temperature, and how hard the Pi is being used. The only real way to know for your situation is to try it. I'd recommend removing (scraping off) the thermal pad and just using a small amount of thermal paste (about 1/4 of a green pea). I've had no issues with the heatsink sliding off, even mounted vertically.

how strong is the adhesive tape? with heat, will it stay for a long time?

I haven't had one fail yet. Taking them off one raspberry pi 3b+ I was worried it would damage the chip. So the adhesive is pretty strong.

Does this heat sink work on google fiber multi-gig router sfp on 10g port? it is very hot to touch (fiber to 10g ethernet port)

A heat sink should work but I would make sure the case has proper air slow. Get all wires ried for proper.

How hard is it to remove these if needed to?

Unsure. Shouldn't be too hard. Could tear it off pretty cleanly with fingers and use a solvent (isopropyl alcohol or acetone maybe) to squeaky clean the residual adhesive. It's not a super adhesive but fairly tacky. I pulled it off cleanly to rearrange it without problem but with heat and time that could change.
