Do you think I could use the dark brown matte shade for my eyebrows? I have dark brown cool toned eye brows but my hair is golden blonde.

I don't think you can use dark brown eyeshadow for your brows if your hair is blond.  It will be way too dark

Do the colors work on light skin colors?

It works on light skin colors. However, there is no difference in eyeshadow colors when you apply them, many of them look the same. The blush is hard to blend and light skin color people can look like a clown with this blush.
