Can you turn motion sensor off?

I think you can. You have to do it manually, on the unit. Again, I think. Never have tried..

Can you angle these inward or outward or is the only lamp direction downward when on the gutter?

These lights are only designed to be attached level when installed properly. The plus side of the housing design is that the lower half has a built in light shield. As apposed to the Portfolio design offered only at Lowes (which does not have this), this lower lip shields ones eyes from seeing the LEDs directly unless one is underneath the unit and looks directly up. This does not effect the usefulness because the housing is white and so the lip reflects the lights to either side. It does cast a rather surprisingly wide beam of light even if mounted at a lower hight. You probably wouldn’t need to angle it. I hope this helps

I tried to find that information before I purchased mine. I was unsuccessful. It isn't even on the packing material or the package that the lights came in.
