It doesn’t actually say on the device but the company named is Shenzhen Creative Industry Co LTD so I assume China. It is a good little device though - had mine a year or so and really like it.

Can you export data to an excel file from your phone?

Not easily. I cannot find a method on the app itself. If linked to the Apple Health device on my iPhone, I can export all data from the Health app as an XML file, and can see the data on viewing, but this file shows a parse error when opened from Excel.

What does the bluetooth function offer?

You need Bluetooth to connect to the app on I Pad or android the app is called ViHealth there are two types of pulse Oximeter one with and one without Bluetooth. Costs £29:99 with Bluetooth and £22:99 without Bluetooth hope this helps.
