With 18650 lithium ion batteries you can't You have to use Excel with 1.5 or 3 volts The best voltage of a lithium ion or polymer is 3.8 bolts But if you need something close why are the three cells up in series and I should get your close to 12 volts

This is not suitable for 21700 batteries, it is much larger than 18650 batteries.

These are not great

These are way to small to fit an 18650 to even fit one the whole thing bends. Then soldering them is impossible don't recommend.
