Is this case carry on size?

Yes, I just got back today (May 16, 2019) from a trip originating at Boise Idaho Airport and arriving at Chicago Midway Airport traveling on Southwest Airlines. It was accepted without hesitation and it fit nicely in the overhead luggage bin...I highly recommend for that reason and the fact is it is made extremely well...it traveled very well, no damage after several plane changes and multiple handlers (I use a wheelchair, so don't pull my own luggage) throughout my trip to and fro.

Is it 21 inches from floor to the top of the bag? (including wheels)

From the floor to the very top of the stitching on the side is 23 inches. I plan on using mine as a carry on for a trip to Florida next week. It's about the same height size as a 21 inch from Eagle Creek that fit overhead.

does anyone know if the outside is treated for water proof or for dirt?

I don't know wether it's treated or not ...but I just got back from taking it on a vacation to disneyworld and upon arrival it came off the plane filthy from them throwing it around! I also have the Mickey version of this case and they are both adorable.
