I do not know year of issue, I bought the globe in 2020. It does have South Sudan as a country, and shows the capital of Sri Lanka as Sri Jayawardenepura Kotte

The globe ball is made from recycled cardboard. The ring around the globe ball and the base are made of metal. The post is made of solid wood.
