Yes, as far as I am aware. Mine came with a 2x8 pin cable. There is a list of graphics cards on their web page.

Can this support rtx2080ti?

It should do. Post 2015/16 cards should be supported. Note: it will not be as fast as a direct PCIe connection to the board - it depends on what you are running. I used a 1050TI on it and there was no perceptible difference.
