What kind of blue cover you talking about? It came as the light bulb in a air bubble bag for protection

What size is this, T3?

I'm not sure. It's been awhile since I purchased the light. It did fit the clock for my 2001 Honda EX with the 3.0 6 cylinder. I would think all the clocks for that year would be the same. As I remember it's a different looking bulb. Not what you would expect.

Does this fit a 1999 Honda Odyssey?

This bulb did fit the 2004 Odyssey. I believe it would fit the 1999 as well according to the specs.
