can the lights be turned off on this?

The lights are very bright. They are reflected in my bedroom door 20 feet away at night and in my eyes in bed, another 10 feet. I have to close my office door to block them. There is no off switch for the lights. My computer runs at night, so I need the fan on. These lights serve no purpose whatsoever, you can easily hear if the fan is on, though it is really very quiet. I am thinking of tossing this and trying to find one without these stupid lights.

Is it easy to carry or use in your lap?

Yes, easily carried. Have bought several cooling pads over time, this one is by far the best. Don't use it in my lap, since my 'lap time' with my computer is not extended periods of time. However, this cooling pad could sit comfortably in your lap, it is extremely light weight. Great purchase.

Do the fans push the air upward toward the laptop or pull it down?

I believe it pushes the air up. It's a well designed product and keeps my lap cool. Even without the fan on the design keeps the heat from my laptop off my lap.
