How many small bars in package ?

I believe it came with four bars. While I have come to really like JR Liggett soaps I must warn you that this product is a bit of a waste. The bigger standard bars can be easily cut and the pouch is really quite useless. There is also a backing that comes with it billed as a soap saver. This item is somewhat useful but not really needed to use the soap even when it becomes very small.

How many washes will each of the mini bars last for?

It depends on what you are washing! For hair I would say maybe seven to ten washes. It is about the size of the little soap bars you get in hotel bathrooms for perspective.

what material is this pouch made of?

It is that "non-woven" nylon, but thicker/sturdier than the cheap tote/treat bags made of the same material.

Is this tear free? Can I use it on a toddler?

I am not sure. I've been using it for years on myself and never any problems.
