Does the paint stay semi-flexible? Is it UV stable?

I wouldn't say semi-flexible , I can't tell you if it is UV stable, I have used it in a hallway where it is only single brick and fighting mould all the time. It was suggested by a builder so I haven't used it for a swimming pool. It does form a slightly rubberized type layer and I was able to paint emulsion over it.

Is this suitable for renovating a fibreglass diving board?

No idea to be honest. We used it to paint the inside of a concrete pond and although it's early days it appears to be holding out ok and keeping its colour. The item you're looking to paint isn't in constant touch with water, unlike my pond, so I imagine it might very well be suitable. It's not massively expensive so maybe buy a tin, give it a couple of coats and see.

My neighbour's father who is a builder used it in her house so I presume so.
