What does it mean when the "IN" light flashes on the display while charging? Showing 0% charged.

...yeah, i haven't bought these yet but i have one i bought already put together and that one flashs 'in' while it's charging and 'out' when it is discharging along with a number displaying the percentage of charge.

Bought this two days ago. Is it supposed to be slow to charge? 17 hrs to go from 48% to 86%... That's more than a 24 hr charge rate. Really?
