Is this too small for a 5 year old to pull? She's pretty tall, but it's just for Halloween.

I am 5'6" tall and can almost stand up straight and pull the wagon. I would think that it would work fine for her. It is a very nice wagon too.

It’s sturdy but light weight. I don’t know what it ways I bought it for my 18-month-old grandson and they don’t live near me but he loves it pulls all around the house. He climbs in and out of it and it doesn’t tip over we’re very happy with it. I think a 15 pound dog could pull it because it doesn’t weigh a lot. Hope that helps. Definitely an excellent little wagon.

The wagon does roll. It can be pulled and pushed. I'm not sure how much weight it can handle. It's a small wagon. You can fit about two packages of diapers in it.
