Q: Can these fit over the top of existing plug hole ? The one we have is built into the sink, I just need something to go over the top of it

Not sure quite what you mean . In my case the centre of the metal fitting that that been sealed with silicone rubber to the actual hole in the basin had rotted. By undoing the screw I could remove the metal fitting and replace it with this purchase.

I'm sorry I sent the plug hole cover back as it wasn't suitable for my sink.
