Why one string and not elastic or straps?

This type of bell is always made this way. They are rung by holding the leather cord and swinging the two chimes into each other. Makes a very sweet sound that resonates for quite a while.

How good is the quality, the pitch and sound?

That's a question that is asking for opinion. Mine is that the quality and sound are good for the price. Not sure how to rate the pitch!
