Q: what is the length of this item?

I measured it as 24", so a little shorter than expected. I am 5'7" and it came to my knees.

Q: Can I customize it (cut) to make it fit under a shorter skirt that isn't knee length

I don't really think you'd want to. If you start to cut it you might wreck some of the layers which make it so poufy.

Q: Do/Can You use this under a dress to flare it out?

That is what I bought it for. It doesn't make it flare out too far. Looks really nice under a dress.

Q: Is the material scratchy or uncomfortable on bare skin?

No - it comes with a slip underneath to lay against the skin. It is, however, delivered inside out so be sure and flip it before wearing it!
