they said it looks like it should have come with it
came without the top shelf, no indication that it came without the shelf in the description. called seller, they said it looks like it should have come with it, but later left a message saying the manufacturer indicated that the shelf does not come with the unit. it's already put together, and totally unusable without the shelf, so i either have to buy the shelf, or try and make something. false advertising if you ask me. not happy at all.

Great space saver if you have a lot of binders.
I have something similar to this product (4 tiers). I have no idea why other reviewers say it doesn't work without the optional top cover. Mine works fine. Consolidated two bookcases of binders and still have one unused tier.
