Yes they came in plastic. Don’t order these. They don’t even have a scent to them.

When should the bags need to be replaced?

At least 1-2 years. When they start to lose fragrance, squish them around to see if you can activate some of the chips. If not, I buy new ones. Don’t want to take any chance of moths.
