Seeds are not germinated. Quality of seeds are very bad.

Good Quality Seeds
It took about 15 days to germinate. About 50% seeds germinated total. 6th day seedlings are shown in the photos.

Seeds Did Not Germinate
It has been almost 15 days and not a single seed has sprouted. Chilli pepper seeds do not take long to start sprouting. I tried both sowing directly in soil and soaking in damp tissue. These were unfortunately ineffective.
