can this be used to remove decal from an rv?

Yes, as long is a decal you can, now I used it for a boat and the surface is harder. However, do not apply to much force on the same reason or it will burn the paint.

Will it remove paint overspray

It did not remove paint overspray on my car. I was able to get the overspray off with paint thinner and a lot of rubbing without damaging the paint or plastic moldings using more aggressive means or a stronger solvent that may have damaged the plastic moldings.

Can you use this with a power drill? Or does it need the air pressure drill

Yes. I've used a few of these with an ordinary electric drill. I've found that not all spin in the same direction. If you find the head falling off frequently, just reverse your drill. I've had very good results using these to remove the 30 year old decalds from my fiberglass rv.
