It's a fuse... I think?
As the images depict the area around where the through holes are drilled has a little over half as much material as the fuse link portion. Likewise the fuse link portion necks down at each end. The part of the fuse that is most likely to pop is area around the through holes which happens to be sandwiched in plastic. The rivets that hold the body of the fuse together seem to be made of the same metal. I was initially hoping that the manufacturer was relying on those rivets being tightly pressed in to pass current but unfortunately it's not a tight enough fit with the metal to say reliably that this is the case. On the bright side I tried to burn the plastic and... well it doesn't. I don't know what it's made of but it only smoked a little bit after 30+ seconds in a flame. Is it a fire hazard? I don't know. I don't think it is but I'm only an expert of primitive torture tests. The big question is when is it actually going to pop? I have no way of measuring that high of a current, only suspicions that it won't be reliable as a fuse so I can't rate it based on that. Three stars it is for sus design. I don't think I'll be using these long-term.
