I ordered this and it did not come with any brackets to mount just the face plate did I miss understand what I was buying or are the brackets missing

Mine came with 2 sets of breckets. All i had to do was get a pin to secure. I'd advise you to contact the seller and request the brackets

Does it fit 07 ford expedition

This fits both 2 inch and 1.25 inch receivers.

What is the measurement across the widest part of the circle? Does it cover the hitch receiver?

I am not sure about the diameter...I'd guess it is between 4 and 5 inches. But it does cover the receiver. I have a 2008 Tundra and it looks great on it.

Is skull made of metal also

yes, it is all metal but the logo is not anodized. It does oxidize a little over time
