Can you use this for moonshine?

I have never done that but i am sure you can its goid yeast but depending on how much your making you probbably will need alot . its nade ti give you a higher alcohol content . my cider can put strong. Good luck

should this packaged yeast be stored in the refrigerator prior to use?

From the Manufacturer: "It is recommended to store Lalvin EC-1118™ yeast in dry conditions, between 4°C and 15°C, for optimal viability and product performance." However, it's a very robust and reliable yeast strain. If you keep it stored in the foil packet at room temp it can stay viable for a long time with robust and reliable fermentation kinetics. Just don't expose it to air. It will lose viablity.
