is it quiet with no ticking sound

It's pretty quiet, you won't hear it if you're more than a couple of feet away from it.

DTS sets at 11pm (forward to 12am) instead of 2am. Is that how this clock designed?

All i know is when you set the clock it will go around several times. It trys to pick signal from Colorado is what i understand. It is suppose to automatically change as time changes.
