In description doesn't say how high the sock goes? Does it go to ankle? Or does to go calf? It is not clear?

They go to the calf. They do however also make ankle socks as well. Both great socks.

I wear a size 9 woman's. What size would I order in these mens socks?

Generally you would go with 2 sizes smaller than a men's size. Unfortunately I don't think that these sox run small enough for you. I wear a size 10 shoe and these sox are a bit large for me. But they are very comfortable.
