They are Black Nylon Spacers
They are black nylon spacers and fill the space with black nylon. I used to raise a notepad holder attached to the mirror mount via long allen bolts on a mobility scooter I need for work. The note pad now sits clear of handle bars and instrument cluster and looks a nice n tidy finish.
