Not sure what its made out of, but its some type of synthetic rubber/plastic. With all plastics, there might be off gassing at first, but that goes away very quickly. This mat is completely safe. If you that concerned, lay it flat in another room (or garage) for a day or two to get rid of any "smell". Tell your mom to stop fussing. Its not toxic.

Q: If I were to use the grid lines to trace lines on regular printer paper, would the surface be too rough to write on?

The surface is actually quite smooth, so I don't think you would have any problems tracing lines.
