This one is painted on, I bought the other one same style but its lazer etched. It is awesome!

Will this Lighter will be allowed in checkin baggage in the International flights

it's come empty and sealed, but can not confirm they will allow it

Does the lighter come with the insert or does it have to be purchased separately?

If by insert you mean the lighter itself as opposed the the hinged shell, then yes it does. If that is not what you mean I cannot think of what else would be an insert
