Can you steer with one hand if you are pushing the tricycle?

Yes, it can be steered with one hand. In fact, on many occasions I've simultaneously pushed and steered one child on the tricycle with one hand, and another child in a cozy coupe with the other hand.

If our child pedals but may needs a little push for power, can he still pedal and steer, or does the child lose pedal/steer control when pushed?

As long as he keeps pedaling, pushing won't stop him from doing so. If he stops pedaling however, the built-in mechanism will hold the pedals in one place but the trike will keep moving forward (it makes a clicking sound). It's actually a great feature of this trike. On steering, so long as the parent keeps a loose grip, he can steer to his little heart's content!

I want to get one for my niece but she is 4. Do you think she is too big for this?

Depends on how tall your niece is. My son is barely 3 when we got this for him. His height is in 95 percentile (he looks like a 5 yo due to his height) so the seat is set to the farthest adjustment as his legs are quite long. We think he’ll be exceeding the limit sooner than we think. He’s now 3.5 yo and 44” tall and it looks like he’s cramped up when he drives it.
