Are these stronger enough to be attached to a car bumper.

Yeah that would work if the bumper was not too thick. I would put locktite on each screw to deal with the elements and vibrations. I use a precision screwdriver to set all my screws tight also.

Are these pot metal? does anyone think i could spot weld (mig) to a metal sphere?

I think if you were to mig weld them on it would work aesthetically. I'm not sure how well it would hold though.
