Q: Does this set come with a carrying bag?

Just the heavy plastic bag it comes in, not really a carrying bag

Q: Is this clamp strong enough to hold fiberglass screening onto a frame of pvc pipe in an exterior use, eg moderate wind?

I would think they would be strong enough however, I don't know if the opening would be large enough. What size of pvc pipe?

Q: What is the minimum and maximum diameter poles these can grab for holding backdrops? (i.e. the opening behind the tips)

Minimum (jaws closed) is about 5/8". Jaws fully open, 1 1/2".

Q: Need help. Using my backdrop for a party. Do you think I can use this clamps to put on flowers and ballons on sides and top? sandbags will be used.

When u say flowers do u mean paper flowers or plastic flowers.. I plastic flowers yes, paper flowers no other wise I will need a few clips... balloons will okay.. these clamps are great and strong I highly recommend them for curtains or back drops!
