No the cutlery does not come with the set.

Q: What size are the napkins? I know it says bevererage but I don't know what that size is

The napkins were standard size table napkins. The set was very cute!

Q: Are forks and spoons included? Pic shows them and reviews mention they don't match quite match, But they are not listed in product description.

I had ordered them in 2017 so my memory isn't what it used to be but someone had asked the question before and my answer then was no. They are dessert plates and so are smaller.
