Can this be installed on a metal door?

Yes, I was able to install it on a metal door, but my drill bit wouldn't go through the metal. After marking where the screws needed to be, I used a hammer and a long nail to make holes in the marked areas. Then I pulled the nail out after each hole was made. After that, I was able to use screws to attach the lock pieces. The lock is still firmly in place and works great.

entry is double door with one side always closed - can the U-11317 be used?

It is a decision you would need to make. The mounting screw length is 1 3/4" for the side you would use to mount on the inactive door. You do not want the screws to go through your door vs. it being installed on a door jamb frame.

My door frames are very thin. What is the width of the smaller piece that goes on the frame?

The swing arm has to get screwed in the 2x4 studs behind the frame.

Seems this could be improved if the thumb lock was spring loaded? similar to the door reinf lock; particularly if you're trying to keep someone in

The lock is not designed to keep anyone inside. They are designed to keep someone from getting in and still allow you a small view of the other side of the door.
