There are no rubber feet on this stand. However, once we ordered it, we bought some rubber and duct taped it on the bottom of the stand. It worked fine and we were very pleased with this stand. I found it to be very sturdy and reliable.

Q: does it mount to floor, if not what keeps person from tipping forward

No, the stand does not mount to the floor. As the stand is centered over the toilet and as the brackets/legs at floor level are 19" long, the stand is very stable. My mother is 95 years old and weighs about 180lbs and she has never had a problem with the stand tilting forward.

Q: Does this have anything on the feet to prevent slipping?

no. I purchased a roll of Frost King V447H Camper Mounting Tape 1-1/4-Inch by 3/16-Inch by 30-Feet, Grey at the same time. It is one sided self sticking foam and does the trick, I also helps level when the rail is placed on a tile floor. I have two of them and they work great,

Q: what is the inside width?

Mine has a 20-1/2" inside width at the armrest handles. Although not mentioned by the manufacturer, it can be assembled with the handles curving outward, albeit with a smidgen less stability. Overall width is 28" including the wing nuts.
