Is 1/4" the ID or OD of the tubing I would connect to this?

The 1/4" Raindrip tubing is 1/4' O.D. I just measured a sample of mine with a caliper to make sure.

Could this be used to link submersible sump pump to 1/4 inch tube that will lead to drain? Has anyone tried?

These are designed for low pressure drip irrigation systems, 30-40psi max. They get installed with pressure reducers, usually 25psi. Attaching a pump would quickly push the 1/4" tubing out of this adapter. Trying to reduce a pump down to 1/4" is not a good idea to begin with, especially if there is ANY particulate in the liquid.

Im looking to run a 1/4 line about 10ft total length to an ice maker by installing this and a Y adapter to cold water for laundry. Will it work?

Should work, bu is 1/4 inch enough for laundry, also these are plastic parts so if it is under constant pressure (30-40 psi) may eventually leak. I would only trust it if it is outdoors or if you only use it while you are around so there is no chance of water damage.

does the 3/4 inch adapter swivel so the 1/4 inch tubing doesn't crimp when you screw it on and off?

Yes, the seal gets tight once you tighten the threads, the tubing does not twist.
