Does this make your lips plump over time as a treatment or is it only when you use it?

It doesn't do either. Origins used to have a great lip plumper but they discontinued it. Neutrogena is ok as a lip salve, but no more than that

I love this serum! An everyday item for me! I use this as the first thing I put on every morning. Absorbs quickly. Moisturizes my lips. One tube lasts a long while. Such a great product! I love Neutragena products and this lip plumping product is great. Has great moisture, stays on forever, and my lips are smooth and so soft. It does actually plump them a little but I love it for how it makes my lips feel and nourished.
