I'm looking to replace the stock fan in a dell sff computer for something more effective at cooling. how does this compare a standard "stock" fan?

The fan has 4 pins. It also comes with 3 additional cables: 1 is an extender, another is a Y for connecting to additional fan(s), and another is a "low noise" adapter which can be used to cap the speed at 900 RPM even if the motherboard PWM speed control is demanding higher RPMs.
