We've only done the no color balloons, but I assume it's the same for all. It takes one cup of water. You can put 1.5 cups to make it more squishy. We found filling the water works best the old fashioned way by stretching the top of the balloon around the faucet. Doing it this way is a best guess of a cup, but it worked fine for us.
