Q: Does it have a slip collar to allow for tall deck blocks?

No. This is a very basic, Chinese knockoff of an original GM HEI distributor. The fit and finish is very good, and it has been working well with no problems in my friends big block Chevelle, but it is a no frills, inexpensive, basic alternative to a worn out factory original piece.

Q: Will this fit a Pontiac 389?

No, it’s for early Chevy small or big block

Q: Will this fit on 73 Buick lesabre 4dr hard 350 sb

I'm not absolutely sure, but I highly doubt it. Buick engines were a different design than Chevrolet. Buick engines had the distributor in the front, Chevrolet in the rear of the engine.
