Hello Donna, These are not flex straws, so 10-1/4 inch is the exact measurement of the straws straight out of the box...I love them!!!

Are these like Starbucks big straws?

Not sure don't do starbucks only McDonald. Sorry I couldn't be of any help. But they are a large opening like for a milk shake.
