Can this be used to seal chipped distressed furniture? Will it remain clear and non yellowing?

Not sure - I use this after painting a countertop to make paints and epoxy stick to the counter. it does dry clear if I recall - might want to go to manufacturer's site and ask this question.

Can peel bond be used on raw steel, cold rolled, or mild steel, plate sheet angle iron?

The can says can be used on aluminum and galvanized, plywood, stucco,brick, fiberglas and pvc plastics

Can I use this on Porcelain tiles (which has slight glazed) floor and epoxy as top coat on it?

Yes you can, however you'll want to maybe scuff the surface. Which is how I prepped my porcelain in my shower before epoxying.

will this work over wallpaper then put peel and stick vinyl tiles over. Also thought about putting pro grade double sided tape strips down wall?

I've never used it in thoses applications.
