what is the depth of the tray - it says 2.5" and 1.5" in description?

1.5 definitely NOT 2.5. Just big enough lip to keep crayons and pencils from falling off. We also did water activities on it and the spillage never went off the tray.

What are inside dimensions? will it hold a 9 x 12 piece of construction paper?

The trays have a soft surface, and are useful for crafts, as well as serving a meal. A piece of Construction paper can be used to line the tray for a craft project.
