Yes. The heatsink mounting on Intel's LGA1200 platform is identical to all LGA115x sockets (LGA1150, LGA1151, LGA1155, LGA1156).

Q: Would i need 2 of these(and everything else for it) for a dual cpu system?

Yes. Make sure your CPU socket supports this form (ie. You might have a dual LGA2011V3 socket but with a server cooler format that will not support it).
