Does this have any dhcp functions and or can it ping?

No DHCP functions (wish it did) It will link to the device it is plugged into and let you know what link speeds are available and what link speed it negotiated with the device.

Is there a similar kit which does all these same functions, but just for RJ45 Cat5/6 ?

There is no a smaller kit that includes a VDV Commander. You can purchase the Klein Lan Scout Jr 2 that will still test/tone RJ45 for much less.
