it will be too large, ince it is for 1/9th scale

Does this go to a classical Breyer horse?

Yes. We bought the horse separately but my daughter is a fan of accessories. :)

Will this fit Target brand Our Generation foals (the smaller of the two sized horses they offer)?

I believe it would be too small Jessica, the leg wraps especially. The Target horses are geared towards dolls that are 18" tall...the Traditional Breyer horses are scaled to fit 8" dolls so quite a size difference.
