Nope, no fluid in it. I'd advise you to buy extra fluid and some flint and wick so you can keep using it!

I need this product to be without lighter fluid - or it will be considered a hazmat and it will not reach me. Is this possible?

In my opinion you would not be able to paint on this finish. It is too glossy. If you we're wanting to paint on it, I would look into one with a matte finish
